Activities, Athletics and Facility Use

Following Executive Order 20-103 and the modification of Executive Order 20-99, Lakeville Area Schools will resume in-person youth or adult activities, including high school and middle school sports, other co-curricular activities, games, performances, competitions, and practices following strict health and safety guidelines. All participants, leaders and spectators will continue to follow the established health and safety guidance provided by the Minnesota Department of Education, Minnesota Department of Health, and Minnesota State High School League guidance (where applicable).

Timeline 

January 4 High School activities and sports in-person practices resume, some C.E. Enrichment resumes in-person programming 
January 11 Non-district sponsored facility use resumes at secondary buildings
January 14 Contests are able to resume
January 19 Middle School activities resume in-person; limited facility use by non-district sponsored user groups resumes at elementaries

Lakeville Area Schools will resume to offer in-person activities, athletics, Community Education enrichment programs and community facility use for as long as it is possible to do so in a safe manner and in consideration of reducing community spread while following the COVID-19 Participation Dial outlined below. All participants, leaders and spectators will continue to follow the established health and safety guidance provided by the Minnesota Department of Education, Minnesota Department of Health, and Minnesota State High School League guidance (where applicable) throughout each Dial Level.

Weekly Decision Timing and Data

The Participation Dial level will be reviewed frequently and changes communicated each Thursday. Superintendent Michael Baumann, in consultation with District administration, will make this recommendation based on county numbers, local zip code and boundary numbers, and school-specific data. Other agencies that may be consulted include: MDH Regional Support Team, Minnesota Department of Education, Minnesota Department of Health, Minnesota State High School League, the Governor’s office, the district’s COVID-19 Response Team, and the Lakeville Area Board of Education. 

Definition of Groups

Groups A-E are District sponsored programs.

  • Group A Activities: District sponsored programming defined as individual in nature or lack competition with a direct opponent. The Winter sports in this category include: Alpine Ski, Dance Team, Gymnastics, Nordic Ski, Boys Swim and Dive (when done virtually).
  • Group B Activities: District sponsored programming defined as team sports in nature OR involve competition with a direct opponent. The Winter sports in this category include: Adapted Floor Hockey, Basketball, Hockey, Boys Swim and Dive (when swimming against an opponent in the same pool) and Wrestling. 
  • Group C Activities: District sponsored programming defined as all high school fine arts, activities & student clubs.
  • Group D Activities: District sponsored programming defined as all middle school sports & activities. 
  • Group E Activities: District Community Education enrichment programming that offers in-person classes and programs to youth or adult students. These classes and programs include: Youth Enrichment, Youth Service & Development, Gymnastics, Cheerleading, Aquatics & Safety and Adult Enrichment.
  • Group F Activities: Non-District sponsored facility use for all Class 1, 2, and 3 user groups.

Dial Settings

Dial Level 0
  • Group A: All activities moved to virtual options. No in-person meetings, practices etc.
  • Group B: All activities moved to virtual options. No in-person meetings, practices etc.
  • Group C: All activities moved to virtual options. No in-person meetings, practices etc.
  • Group D: All activities moved to virtual options. No in-person meetings, practices etc.
  • Group E: All classes and programs to virtual options. No in-person classes or programs.
  • Group F: All District facility and grounds use is suspended during this time for non-District sponsored user groups, this includes long term contracts.
Dial Level 1
  • Group A: No competitions. Virtual practices or in-person skills and drills only. In-person participants must remain socially distant at all times, no competitive drills, scrimmaging etc. Close contact is not allowed. Conditioning and individual development where physical distancing can be maintained at all times will be allowed.
  • Group B: No competitions. Virtual practices or in-person skills and drills only. In-person participants must remain socially distant at all times, no competitive drills, scrimmaging etc. Close contact is not allowed. Conditioning and individual development where physical distancing can be maintained at all times will be allowed.
  • Group C: Onsite virtual competitions and performances against other schools are allowed if participants can remain physically distant at all times. Only official rostered participants and coaches/advisors/directors will be allowed.
  • Group D: No competitions. Virtual practices or in-person skills and drills only. In-person participants must remain socially distant at all times, no competitive drills, scrimmaging etc. Close contact is not allowed. Conditioning and individual development where physical distancing can be maintained at all times will be allowed.
  • Group E: Close contact/high impact classes including gymnastics, swim lessons, cheerleading, adult fitness and performing arts  may move to virtual options. Other low risk activities, as determined by state guidelines, that can remain properly distanced can continue with small class sizes. No close contact allowed.
  • Group F: Use of facilities and grounds is suspended during this time for non-District sponsored user groups, this includes long-term contracts.
Dial Level 2
  • Group A: In-person competitions allowed. No spectators for indoor sports; limited spectators for outdoor sports (may have up to 2 spectators per participant dependent on activity/space).  
  • Group B: No competitions. Sports are allowed to practice using limited competitive drills in small pods. Limited intrasquad competitive activity within the practice.
  • Group C: Only virtual competitions, and performances against other schools, and group meetings are allowed. On-site virtual competitions/ performances/meetings are allowed. Only participants, coaches/advisors/directors will be allowed; no spectators or guests allowed.
  • Group D: District-wide in-house competitions and performances are allowed. No spectators. 
  • Group E: Enrichment classes and programs are allowed to be in-person following state and District health and safety guidelines for participation.
  • Group F: Limited facility use and spaces can be requested. Non-District sponsored use priority will be given to approved local youth sports associations. Limited competitive drills in small pods is allowed. Practices only, no competition and no spectators. User groups using District spaces for meetings (i.e. scouts) will be asked to move to a virtual platform / non-District space. Long-term facility use contracts are able to take place with restrictions. 
Dial Level 3
  • Group A: In-person competitions allowed. No spectators for indoor sports; limited spectators for outdoor sports (may have up to 2 spectators per participant dependent on activity/space). 
  • Group B: No competitions. Full team practices are allowed with competitive activity within the practice, including intrasquad scrimmages etc. No spectators. 
  • Group C: Only virtual competitions, and performances against other schools, and group meetings are allowed. On-site virtual competitions/ performances/meetings are allowed. Only participants, coaches/advisors/directors will be allowed; no spectators or guests allowed.
  • Group D: District-wide in-house competitions and performances are allowed. No spectators.
  • Group E: Enrichment classes and programs are allowed to be in-person following state and District health and safety guidelines for participation.
  • Group F: Limited facility use and spaces can be requested. Non-District sponsored use priority will be given to approved local youth sports associations. Limited competitive drills in small pods is allowed. Practices only, no competition and no spectators. Dial Level 4

  • Group B: Competitions allowed. Full team practices are allowed with competitive activity within the practice, including intrasquad scrimmages etc. No spectators.
  • Group C: Virtual is encouraged when possible. In-person competitions/ performances/ meetings are allowed.  Participants, coaches/advisors/directors and necessary event staff will be allowed. No spectators or guests allowed.
  • Group D: District-wide in-house competitions and performances are allowed. No indoor spectators. 
  • Group E: Enrichment classes and programs are allowed to be in-person following state and District health and safety guidelines for participation.
  • Group F: Limited facility use and spaces can be requested for commonly used spaces. Non-District sponsored use priority will be given to approved local youth sports associations. Limited competitive drills in small pods is allowed. Practices only, no competition and no spectators. User groups using District spaces for meetings (i.e. scouts) will be asked to move to a virtual platform / non-District space. Long-term facility use contracts are able to take place with restrictions.
Dial Level 5 (Current Level as of 1/11/2021)
  • Group A: Competitions allowed with limited spectators for indoor sports (may have up to 2 spectators per participant dependent on activity/space).
  • Group B: Competitions allowed with limited spectators (may have up to 2 spectators per participant depending on activity/space).
  • Group C: Virtual is encouraged when possible. In-person competitions, performances and meetings are allowed with limited spectators/guests when appropriate (may have up to 2 spectators/guests per participant depending on activity/space).
  • Group D: District-wide, in-house competitions and performances are allowed with limited spectators (may have up to 2 spectators per participant depending on activity/space). 
  • Group E: Enrichment classes and programs are allowed to be in-person following state and District health and safety guidelines for participation.
  • Group F: Limited facility use and spaces can be requested for commonly used spaces. Non-District sponsored use priority will be given to approved local youth sports associations. Competitions allowed but with limited spectators (may have up to 2 spectators per participant dependent on activity/space – this will be determined through the Facility Use office at time of request). No spectators for practices or meetings (i.e. scouts). Long term facility use contracts are able to take place.
Dial Level 6
  • Group A: Competitions allowed. No spectator restrictions.
  • Group B: Competitions allowed. No spectator restrictions.
  • Group C: All competitions, performances and meetings allowed. No spectator restrictions.
  • Group D: Competitions and performances allowed. No spectator restrictions.
  • Group E: All enrichment classes and programs allowed, no restrictions.
  • Group F: Non-District sponsored user groups can request space through normal channels with limited to no restrictions.
